Debbie Bellinger is a partner with Nelligan O’Brien Payne, and leader of the Real Estate and Development practice group. She has over twenty years of experience in the creation and administration of developments that involve shared property interests. Her real estate experience allows her to take these projects from land acquisition, through development and sale, to end users. Debbie’s condominium law practice includes the representation of numerous existing condominium corporations across eastern Ontario.

Debbie has established a strong foundation in areas connected with the acquisition, development, ownership, and operation of real property assets, including financing and secured transactions, building deficiencies and construction law, and environmental law.
Debbie is a frequent speaker and author of articles on matters related to real estate, condominium, and shared property. She has delivered lectures in real estate for the Ontario Bar Admission Course, and also at events organized by The Law Society of Upper Canada, the Canadian Bar Association, the Canadian Condominium Institute, the Association of Condominium Managers, the Ottawa Valley Association of Insurance Adjusters, the Association of Canadian Elevator Contractors, the Association of Law Clerks, the City of Ottawa, the Land Registry Office, and many other organizations connected with her practice. She is well-known and highly respected in the development community.
Debbie has a thorough understanding of construction and engineering issues. She is able to communicate these concepts in a clear and effective way to clients and consultants. She enjoys being able to see the tangible and practical results of her work, such as condominium corporations she has assisted and communities she has had a hand in creating. Debbie is strategic, practical, and a firm believer in a team approach. She excels at developing creative solutions which keep projects on track and moving along smoothly.
Outside of work, Debbie loves to keep active. She water-skis, kayaks, and rides her bike in the summer months, while in winter she skis. Debbie can often be found entangled in home improvements, and is also involved in numerous community and fundraising initiatives.
